இன்றைய News 18 தளத்தில் அகிலேஷ் மிஷ்ரா எழுதி வெளியாகியிருக்கிற OPINION | How PM Modi Defied Petty Oppn Politics to Turn Around India's Vaccine Policy என்கிற கருத்துரை பிரதமர் நரேந்திர மோடி எப்படி சில்லறை புத்தியுடன் அரசியல் செய்து வரும் எதிர்க் கட்சிகளையும் மீறி இந்தியாவின் கொரோனா தடுப்பூசிக் கொள்கையில் ஒரு திருப்புமுனையைக் கொண்டுவந்து இருக்கிறார் என்பதை மிகத்தெளிவான சான்றுகளுடன் விவரித்திருக்கிறார். நீலநிறத்தில் தெரியும் சுட்டியில் முழுக்கட்டுரையையும் முடிந்தால் படித்துப் பார்க்கும்படி வேண்டுகிறேன். 

 

விவஸ்தைகெட்ட நம்மூர் பானாசீனா அவசரக் குடுக்கை போல எந்த மாநிலம் அப்படிக்கேட்டது என்று ட்வீட் செய்து வாங்கிக்கட்டிக்கொண்ட பிறகு I stand corrected என்று மழுப்பலாகத் தப்பித்துக் கொண்டிருக்கிறார்.

Mamata Banerjee, twice elected (at that point of time) Chief Minister of West Bengal writes a letter to you on February 24, 2021, where among other things she says, “Government of West Bengal has decided to procure adequate number of vaccines for the members of public at large. We would request you to kindly take up the matter with appropriate authority so that State Government is able to purchase the vaccines.” Mamata Banerjee was so convinced of the righteousness of her stand that she reminds you of her request not once but several times. For example, on April 18, 2021, she again writes, “You may recall that I had written to you on February 24, 2021 to allow the state to purchase vaccination doses directly with state funds and launch a massive free vaccination campaign in the state covering the entire population.”

Meanwhile, the much-loved Delhi’s Chief Minister among the Khan Market gang, Arvind Kejriwal, addresses the press on March 18, 2021, and among other fantastical claims, says that “I want to appeal to the central government to decentralize the system, have less control over it, and allow the state governments to administer the vaccine on a war-footing”.

Not to be left behind, Rahul Gandhi, former President of Indian National Congress, and the son of the current president of the party and thus, by design, the most important leader of the party, writes a letter to you on April 8, 2021. In this letter, among other things, Rahul Gandhi says “our states have been bypassed right from vaccine procurement to registration.” He then goes on to demand from you that “give state governments a greater say in vaccine procurement and distribution.” இப்படியாக மம்தா பானெர்ஜி, அரவிந்த் கேசரிவாலு, ராகுல் காண்டி இவர்களைத் தொடர்ந்து வேறு சில மாநில முதல்வர்களும் பேசியதை  நேற்றைய தினம் பிரதமர் அறிவிப்புக்குப் பிறகு, பிளேட்டை அப்படியே மாற்றிப்போட ஆரம்பித்து விட்டார்கள். நாங்கள் சொன்னதைக் கேட்க பிரதமருக்கு நான்குமாதங்கள் ஆகியிருக்கிறது என்கிறார் மம்தா. 

தாங்கள் ஒன்றுக்குமே ஆகாதவர்கள் என்று  உணர்ந்து கொண்ட மாநில முதல்வர்கள் என்ன செய்தார்களாம்? கருணாநிதி பாணியில் பிரதமருக்குக் கடிதம் எழுதித் தங்களுடைய ஏலாமையை வெளிப்படுத்தினார்கள் என்று தேதியாரியாகப் பட்டியலிடுகிறார் அகிலேஷ் மிஷ்ரா Overall, by the end of May, chief ministers of Punjab (May 15), Kerala (May 24), Sikkim (May 30), Mizoram (May 31), Meghalaya (May 31), Andhra Pradesh (June 1), Arunachal Pradesh (June 1), Odisha (June 2), Tripura (June 2) and Maharashtra (June 2) specifically wrote to the Prime Minister requesting centralised procurement of vaccines. அவர்கள் ஒரு பேரழிவுக்காலத்தில் பொறுப்பில்லாமல் அரசியல் செய்த மாதிரியே பிரதமரும் செய்திருக்கலாம். ஆனால் அப்படிச் செய்யாமல் ஒரு பொறுப்பான பிரதமராக நரேந்திர மோடி உயர்ந்து நின்றார். கொரோனா தடுப்பூசிக்காக  மாநிலங்கள் ஒரு பைசா கூடச் செலவு செய்ய வேண்டாம், மத்திய அரசே 75% தடுப்பூசிச் செலவை ஏற்றுக்கொள்ளும். மீதம் 25%  தடுப்பூசிகளைத் தனியார் மருத்துவ மனைகளே வாங்கி அடக்கவிலைக்கு மேல் சர்வீஸ் சார்ஜாக அதிகபட்சம் ரூ.150/ இற்கு மிகாமல் பயனர்களிடமிருந்து பெற்றுக்கொள்ளலாம் என்று அறிவித்திருக்கிறார் பிரதமர்.  

இதன் பின்னணியில் என்னென்ன இருக்கிறது என்பதையும் சேர்த்துப்பார்த்துவிடலாமா?

பஞ்சாப் காங்கிரஸ் அரசுசெய்தது போல மத்திய அரசு இலவசமாகக் கொடுத்த தடுப்பூசிகளைத் தனியாருக்கு லாபம் வைத்து விற்கமுடியாது. ஆனாலும் இங்கே  கரைவேட்டிகள் நடத்தும் அதிநவீன மருத்துவ மனைகள்  ஆதாயம் பார்ப்பது மட்டுப்படுமா? கள்ளச்சந்தை, திமுகவே டோக்கன் கொடுப்பது நிற்குமா என்ற கேள்விகளுக்குத் தெளிவான விடைகள் தெரியவில்லை.  

Pfizer உள்ளிட்ட அமெரிக்க மருந்துக்கம்பெனிகள் இங்கே உடனடியாக நுழைந்து கொள்ளை லாபம் பார்ப்பதும் கூட மறைமுகமாகத் தள்ளிப்போடப்பட்டு இருக்கிறது.

 

கோவாக்சின் தவிர இன்னும் இரு தடுப்பூசிகள் முற்றிலும் இந்தியத் தயாரிப்பாக இறுதிக்கட்டப் பரிசோதனையில் இருக்கின்றன. விரைவில் பயன்பாட்டுக்கு வரும்.
